As I think mine was since it was before the changes to the law in '91 or '92. I vaguely recall that there was still a review process but it was less formal and, I think, all institutional medical staff. Really old memory and it might have varied by province or even judge but I recall he was committed to 'the pleasure of the Lt. Gov.'When I first started we had at least one in on a "Lt Governors' Warrant" IIRC. He could be detained indefinitely.
It's now a more formalized process. A friend of ours was appointed to the Ontario Review Board for a number of years and said there are always people who will never be back into society. How the 'Manitoba bus guy' got back into society surprises me but what do I know.
