NOT CONFIRMED IT'S THE SAME GUY, but a quick Google search shows someone of the same name, of the right age, may have been involved with the law around 2003 - this from Ontario's Special Invesigations Unit:
The Ottawa Police Service Guns and Gangs Section along with the Provincial Weapons Enforcement Unit (PWEU) charged an Ottawa man in relation to search warrant conducted in the South end of Ottawa.
At approx. 10:00am on Thursday, August 5, 2010, police executed a search warrant at a home in the 100 block of Finn Court seizing two firearms, four Improvised Explosive Devices, three Silencers, one Stun gun, one high capacity ammunition magazine and an assortment of firearm parts and accessories.
Saif CATHUM, 28 year old of Ottawa, has been charged with 35 criminal offences including possession of an explosive substance, unauthorized possession of a firearm, unauthorized possession of a prohibited weapon and careless storage of a firearm.
He will appear in court on August 6, 2010.

An Ottawa man has been charged after police found and seized improvised explosive devices (IEDs), firearms and other weapons from a home near Alta Vista and Heron on Thursday, according to a police statement.
Police searched the home on Finn Court and found four IEDs, two firearms, three silencers, one stun gun, one high-capacity ammunition magazine and various firearm parts and accessories.
“I don’t know how (the IEDs) were found or what condition they were found in, but they were in a condition that would support a criminal charge,” said Ottawa Police spokeswoman Const. Kathy Larouche. “I’m assuming they were capable of being detonated."
Larouche said high-powered weaponry, such as the items found, are not too common, but the force has come across them before ....

.... The Director of the Special Investigations Unit (SIU), John A. Sutherland, has concluded there is no reasonable basis to believe that a Ontario Provincial Police (OPP) officer is criminally liable for the serious injury sustained by a 21-year-old man in Ottawa.
On November 8, 2003, Saif Cathum suffered throat laceration wounds and was taken to Ottawa Hospital where he underwent emergency surgery. Mr. Cathum is expected to make a full recovery from his injuries.
The SIU was notified and deployed two investigators to investigate the nature and extent of police involvement around Mr. Cathum's injuries. SIU investigators designated one subject and witness officer from the OPP.
The SIU investigation revealed that at approximately 4:15 p.m., two OPP officers were conducting motor vehicle safety checks on Highway 417, at the Maitland Avenue on- ramp. Mr. Cathum, who was driving a Honda Civic, failed to stop and police initiated a pursuit. The pursuit was terminated at the Carling Avenue exit. Seconds later, the officers became aware of a collision that occurred at the intersection of Carling Avenue and Island Park Road.
The officers went to the intersection and saw Mr. Cathum exit his vehicle and flee on foot. He ran a short distance and fell on the lawn of a nearby residence, pulling out a small knife from his pocket. Police followed Mr. Cathum and ordered him to drop the knife. Mr. Cathum brought the knife up to his neck and slashed at his throat before collapsing back onto the lawn.
Director Sutherland stated that all of the available evidence gathered during the course of this investigation was consistent in confirming that Mr. Cathum inflicted his own wounds and that no act or omission of the subject officer caused or contributed to the injury suffered by Mr. Cathum ....
