Alternate Dress Uniform for Members of R.C.E.M.E. 1941-1944

[I am investigating a photograph ssent to me by a member of my family identifying my father as being in the photograph.  This picture was taken in 1939, however he photograph shows a man wearing a uniform, which is reminicent of Highlandeers, or Black Watch Regiment.  I'm wondering if the Engineers would have had a dress uniform that included beret, kilt,etc.

A photo would be great to see. But your father may of been attached to the Black Watch, or may be remustered into the trade afterwards.  That is my two cents. I really would like to see this photo first.
 
i AM attaching a photo, old as it is, dated 1939, I really think an indication  of which uniform this is would suffice. I appologize for the condition of the photo, but it has been passed down through the fammily many times.

Not Black Watch , I think. As Black Watch would, typically have worn a Tam, not a Balmoral. (hat)

Where are you from?

Where was your father living at the time?

Did he parade with a Militia unit in the inter-war years?

I suspect a Militia Regiment, location would go a long on way on this, as in 1939, he may have (still) been at a Militia establishment.
