I don't know about your suppliers but every new police tunic I received had the flaps sewn shut with a few turns of thread, for whatever tailoring reason. Some civilian suits too, including those that that don't have pocket flaps.
 
It's for looks. Sewn pockets appear neater and more uniform. Leaving them sewn gives the suit a fresh, neat look.

You can open them if you want to carry small items. However, even when empty, they can create extra bulk and over time, may cause a gap.

It's a personal choice and nothing nefarious.
 
It's usually where I put my iPhone on Remembrance Day. And the key fob for my car, because (believe it or not) there is a little pocket for a pocket watch on the Navy tunic that fits my KIA fob perfectly. That way, I don't have any weird bulges on my thighs, and I have the bare minimum that I need on me.
