The Bisons were bought in 1989.
They were re-roled between 2002 and 2008, a 6 year period up to 20 years after the original purchase.

Should that have been in the original planning?

The original plan was for APCs for the Reserves. Not EW for the Regs.

I rest my case. Government was sold on APCs for the ARes . . . the army had a "better" idea and needed more money.

Incidentally the project director was looking for tracked M113A3s. . . . GDLS (DDGM as it then was) had a "better" idea.
