I am all for assessing blame/shame. But I am telling you that not all the levers are in DND’s control.
Interestingly, I found that other govt department Level II clearances aren’t directly transferable to DND. It was a bit of a shock that they had to go through hoops to get “equivalents”, even though they had a Level II in another part of the GoC.I have.
Standard timeframe for a Level II clearance in other departments is 4 months. In DND expect it to take over 12 months. That is one example. I'm sure, if you put your thinking cap on, you could find ways to fix enrollment.

As military aircraft become more advanced, that’s going to be the case. Advanced systems will require higher security clearances to work on them, as well as their support infrastructure.

If you can train riflemen without worrying about clearances but can't put people in ships and helicopters, and I presume CPs, then bring everybody in at the rifleman level. They don't get to go to their trade until they pass their clearances. In the mean time. Gate Guard.

It may come as a surprise that not all people want to be "riflemen", even if they want to be CAF members.

The 30 year old who joined to be a FSA is unlikely to find gate guard at 0400 on Christmas day rewarding, and is quite likely to decide to find work elsewhere. Then tell all of their friends/family about how garbage being in the CAF was...
Switch departments and suddenly your previous security clearances and Harassment/diversity courses don't count.
