Canadian Border Agents want to patrol Canada US Border

I’m not sure if the laws were updated post 9/11 but there was no requirement to cross at a checkpoint.

The requirement was solely to make a declaration when you were able to do so.
Telephone reporting is a thing now.

Good for them.

Their management is terrible (appointed from the PS not promoted from within), refuses to admit they're a law enforcement agency, runs screaming from any kind of liability and would significantly hamper the efforts of their largely awesome and hard working front line.

Leave it with the RCMP, but mandate the RCMP actually focus on Federal Policing as a whole and staff their border enforcement units fully for 24/7 operations and patrol. The cities we Police in the Lower Mainland of BC need to be told they're not getting a 10% discount on the (Federal) books anymore.

Some of the non 24hr border crossings had declaration cards available to fill out and drop in their inbox - or you could mail them in when you got to a location.

I used to cross all the time along the St Mary’s river by boat when at my grandparents cottage on leave, Sugar Island on the US side was the closest liquor store. The crossing was fine, but you needed to pay duties on the alcohol you bought in the US.
That reminds me of crossing the border from the Yukon into Alaska.

There was a sign on the side of the road welcoming people to the United States, and a phone (not working) sitting atop a wooden stand on the side of the road where people were supposed to call & declare themselves...

(Since 9/11 that situation has been tightened right up)

Or if the RCMP can’t….
