What does this mean? What is it in reference to?

My take on it is it's advice to a new (US) soldier: if it moves, it's a human so salute it; if it's not moving, it's garbage, so pick it up; and if you can't pick it up, it's too heavy, so paint it (US bases seem to have all the rocks, curbs, etc painted).

Old Army. Probably not very relevant to todays Canadian Army, as there are probably a few Human or Charter violations there ::)
