flag raising and lowering

what  book or manual would have the correct manner in which to raise and lower flags to half mast?
my problem is with the local town office, police department and others.
they lowered the Canadian Flag to half mast but there are other flags flying at full mast and higher then the lowered Canadian Flag and since this close to the local war memorial I have told them many times there should not be any flag flying higher then the National Flag and they do not understand it. they think i am making this up. so if some one out there knows of the correct ruling and has it in writing, or in print could you scan and email me a copy of the page that i  could enclose in my letter to the town officals that  will show them that I am correct and I do not like to be insulted when I look at a war memorial  and town office flags flying the wrong way

I got a PAM here but it's too big to transmit via email its called A-AD-200-000 AG-000 Honours, Flags and Heritage.

I'll skim through and see if I can find the appropriate section then I might be able to email it.
 
i knew some one here would have the answer for me.
I called my local MP and she is sending out the book by mail , i am hoping to hand deliver my letter with photos to the town council and office  this week

Exactly.. but everyone beat me to it..

By the way, I'm sure your were reved up when you wrote it but your request is a hard read.  Please take the time to adjust, spell check etc.  I almost took it as a complaint as to why your police dept had their flag down when everyone else was up? (pretty obvious for that).. But I think your issue is that the others like the  prov or town flag were still up?

Too big to attach, but here is the DIN link for the Manual of Ceremony.  Yes, it is mostly for ships, but there is also a section at the beginning for shore establishments.
 
Just to help people who may search this in the future and also since Google is your friend, I have corrected the spelling.  We are not talking about 'Razing the Flag' as that would mean insulting it or in the case that it has touched the ground - burning it.  We are talking about "Raising the Flag".
