France threatening nuclear response if attacked by state sponsored terrorists...

Quick question, assuming they do launch a nuke at Hadji. His base is lost in said area, what happens if Hadji deides "hey they're bombing my country so ill just go set up shop in his  country!" "Great idea we'll come too!"  says Hezbula and so on and so forth. What then I doubt anyoneis radical enough to nuke one of their own cities, towns, villages, hamlets etc... Not to mention the UN would be a little upset...
