From where I sit in the PRes, many currently-serving Sig Ops and ISTs have Reliability, it appears to be next to impossible for anyone to get TS.

Impossible no. Lol. I got my ts before I enrolled, then my si about 3 years in. Once I was slated for course it was pretty fast. Now that I have it, I am golden. The golden goose. Lol.
