No. If it's on the internet, it's not automatically free.
Someone putting something online is not a renunciation of the copyright, nor a permission for everyone to copy the object. For something to be free and useable by everyone, the copyright holder must publish the object under a "free" or public license (exemple : creative commons http://fr.wikipedia.org/wiki/Creative_Commons).
However, even if the copyright holder publish the object under such a licence, he still have the moral rights on the object. That means that yes, you can use it, but not in a way that could harm the copyright holder's moral sense (yes, it is pretty fuzzy as the definition of morality vary between individuals).
International copyright laws are still valid on the internet.
The guy in the email could get a lot of problems and be forced to retroactively pay for the use of copyrighted images. The funniest, he is confessing everything in that email...
