Canada – M142 High Mobility Artillery Rocket Systems​


The Government of Canada has requested to buy twenty-six (26) M142 High Mobility Artillery Rocket Systems (HIMARS); one hundred thirty-two (132) M31A2 Guided Multiple Launch Rocket System (GMLRS) Unitary pods with Insensitive Munitions Propulsion System (IMPS); one hundred thirty-two (132) M30A2 GMLRS Alternative Warhead (AW) pods with IMPS; thirty-two (32) M403 Extended Range (ER) GMLRS AW pods with IMPS; thirty-two (32) M404 ER GMLRS Unitary pods with IMPS; and sixty-four (64) M57 Army Tactical Missile System (ATACMS) pods. The following non-MDE items will be included: Low Cost Reduced Range Practice Rocket pods; interactive electronic technical manuals; integration support services; spare parts; tool kits; test equipment; contractor logistics support; training; training equipment; technical assistance; technical publications; transportation; Type 1 radios (AN/PRC-160 and AN/PRC-167); 7800I intercom equipment; Simple Key Loaders (SKL); U.S. Government and contractor technical, engineering, and logistics personnel services; and other related elements of logistics and program support. The estimated total cost is $1.75 billion.

Australia has requested to buy 48 M142 HIMARS, with the following non-Major Defense Equipment items also included in the package: M1084A2 HIMARS resupply vehicles; M1095 trailers; Low Cost Reduced Range Practice Rocket (LCRRPR) pods; intercom systems; radio and communication mounts; spare parts and services; and various aspects of engineering, technical, logistics and programme support.

Australia is already a HIMARS operator and has so far ordered 42 such systems, the first two of which were delivered in March 2025. If it follows through with the latest approved FMS Australia could thus more than double its holding of HIMARS launchers.

What's interesting is that in both your article coming out of Canada and the article that I posted coming directly from the US 'Defense Security Cooperation Agency' is that they BOTH used the words 'potential' or 'possible' sale to Canada.

They used the words like it 'hinges on something else' occurring. Though what the something else is at this moment is anyone's guess.

"WASHINGTON, October 01, 2025 - The State Department has made a determination approving a possible Foreign Military Sale to the Government of Canada of M142 High Mobility Artillery Rocket Systems and related equipment for an estimated cost of $1.75 billion. The Defense Security Cooperation Agency delivered the required certification notifying Congress."

All FMS case approvals are phrased like that.

Nothing nefarious, nothing unusual. Just the USG approving a potential sale, depending on approval by the purchasing foreign government.

Given the desire to reach 2% this FY it would not be surprising to see a number of contracts let with early payments...

Though FMS accounting is "interesting" in the sense of "US Government has a fiscal year offset by 6 months from our own, and has bizarre processes that can result in requisitions being entered now and payments being processed a decade or more in arrears, leading to PAYE chaos".

Hey some folks never get billed for FMS Sales, or don’t pay once invoiced. We just know you care about your credit rating, and want to buy more stuff, and have some money for once. ;)

Agreed, albeit LocMart will likely make some of the CDN desired offsets contingent upon what exactly is going on with the F-35…
