from what i have heard that approval will come in Dec, with first payment in JanAll FMS case approvals are phrased like that.
Nothing nefarious, nothing unusual. Just the USG approving a potential sale, depending on approval by the purchasing foreign government.

Though FMS accounting is "interesting" in the sense of "US Government has a fiscal year offset by 6 months from our own, and has bizarre processes that can result in requisitions being entered now and payments being processed a decade or more in arrears, leading to PAYE chaos".

Agreed, albeit LocMart will likely make some of the CDN desired offsets contingent upon what exactly is going on with the F-35…All FMS case approvals are phrased like that.
