It's not like the current administration is concerned about causing chaos.
But, it's not great for Canada if that administration calculates its net exports through inclusion of Canadian assets as though they were American.
The chaos wasn't actually hitting pockets in the US that much or at all. A global recession actually will hurt Americans. Even if Americans are the least impacted internationally.
We have literally signed on to this through various trade agreements. My only question is why we never built a small strategic reserve. Not to worry about oil getting cut off. But to buffer price volatility like we're seeing now.
The SPR has been politically exploited for decades, and electoral and budget politics are the chief reasons it is in its current state. Refilling is partly a function of oil prices, and from time to time is limited by reluctance to purchase at contemporary prices.
There is no particular reason that a Canadian reserve, if established, would not be subjected to the same games.
Umm...rocket attacks in the vicinity is SOP in many theatres we have been involved in. In the Iraq mission, I sincerely doubt anyone in CJOC even noticed that Union III was targeted by another rocket attack, let alone reported it to the PMO.

You could make a linear storage system from Alberta to the East Coast and call it "Distributed, self renewing, strategic oil storage" and avoid that "P" word.....
