Doesn't appear to me as if there might not be reasonable cause.

And none of that applied to a Chinese flagged ship, bringing cargo from UAE going through the Strait, which was being discussed as a 'blockade runner'.

Aside from tracking AIS, it's pretty negligible to check the actual cargo embarkation with other independent open source information, and basic things like harbour traffic reports, and you can also see the ship movement on things like satelite imaging.
