Another tanker was struck in the bridge by a drone in the Strait of Hormuz… My read on this is Iran is trying to continuously reassert its ability to threaten shipping, and to deter what they see as unilateral resumption of passage via the southern route.

Absolutely and that sort of fuckery needs a heavy response in return. The US and Gulf States (and perhaps customers of that oil) could form a insurance consortium which would cover regular and attack damages and loss in that zone at a reasonable rate, that could replace commercial insurance and then that would likely force insurers to keep they rates more reasonable as well.
