Where did the ones that Cadets received come from?

National allocations given to the Air Cadet, Army Cadet, and Navy Cadet Leagues. Similar to other youth organizations, such as Scouts Canada.
The Navy League did not do a great job out here getting them out. But we had a one volunteer who is also RCMP successfully nominate 32 people from all walks of life and different organizations. Despite my my political leanings I have to give Jonathan Wilkinson and his staff praise for their organization and handling of a very large ceremony for this. There was one NDP MP who refused any nomination that was related to military or police work.

I suppose that's better then refusing to hand them out at all, as long as this was known ahead of time so that those nominating knew to leave those things off the nomination form.

Unfortunately, this does lead to a bit of disparity of how these medals are awarded when MPs do things like this. But it is better than the Canada 125 medal where there were 8,000 left over at the end that were never awarded due to lack of nominations and other issues. For comparison, the CAF were only allotted 4,000 that time around.
