Oh, in that sense, yeah. But a budget is still largely projections, so my point stands. They need to go back to the drawing board on the budget methinks.
I don’t think back to the drawing board is necessary, but there should be an incremental contingency in the budget. That’s the responsible way to plan for something that is conditions based, not a done deal yet. If the Governors due to feel significant trade war pain, including several from the swing states that gave 47 his win, provide some behind the doors ‘get stuffed’ feedback, things might actually unfold notable differently than the way many are worst-case predicting. If the budget is hard-wired for full-on trade war vice a conditions-based incrementally phased budget, it will be a real job for Departments to adjust to the fiscal on the bus, off the bus budgeting.
