Message template for Non Concurrence of Rank Change Instr

Good day,

I was wondering if anyone has the message template, or SOP, for the non concurrence message for a rank change. I need to find out what information gets entered for suitability. Better yet what information does not get entered there. (ex. if the member is on and IC or and RW) I know that these do not effect the members possibility of being promoted but are they something that is allowed to be mentioned.

I was hoping to look up CFAO 49-4 but I am at home and there is no longer an internet version of it.

Reading the last reference, I stumbled upon this :


PROMOTION FOR MERITORIOUS SERVICE OR GALLANTRY

3.    A member may be promoted in recognition of meritorious service or an
act of gallantry; such promotions require the approval of the Minister of
National Defence.

I wonder if this has been done in the modern era...

I believe he was jumped from Pte(T) to MCpl. 

If I recall history correctly as well, he ended up with some troubles down the road, but others can probably speak to that.

Yes, it happened, but did the Minister approve it?  Keep in mind that MCpl is an appointment, not a rank (notwithstanding that we treat it very much like a rank), so a MCpl is still actually a Cpl.  Thus the individual in question could have been accelerated to Cpl (on the CO's authority) and then instantly appointed as a MCpl.  I have been led to believe that the Infantry makes Ptes into MCpls reasonably regularly.
