I recently heard from someone that they got in immediately after application with a log officer commission without doing the written or physical tests because they had a graduate degree.  Has the recruiting process changed recently, is this just a strange case or is this person full of $H!T?

Quite possible as far as the CFAT is concerned.  Although all applicants are suppose to write it those with university degrees and higher don't have to pass it but the score is used to calculate an applicant's overall score and may make a difference if there is a lot of competition.  Perhaps this person was guaranteed to be selected and it was decided to forgo the CFAT.  As for the physical test (did you just get out of a cave?) it is no longer done before enrollment but at BMQ or IAP/BOTP where it must still be passed to stay in. There is a thread all about the change to the physical testing.
