North Korea style of negotiating?

Actually, that is what happened.Apparently the UN can't prosecute the troops and could only reccommend to their home countries that they be charged and tried etc.

oh, from the sounds of that arcticle it seems that most of the countries deny their soldiers doing any of that.

Isn't there anything the UN could do to make sure that the individual countries investigate it themselves?

But, back to North Korea, is anyone surprised at their attitude towards the USA in general and Nukes in particular?  Are they emboldened by events in Iraq and New Orleans, or just being their twisted selves?
