The quick answer is, there is no difference. They are both operational regiments with very similar missions/tasks, the same as 5 RALC in Valcartier. All the brigades go through a cycle of readiness, so no one unit is always at a heightened readiness.
Some may say that 2 RCHA is more cutting edge because of their greater exposure to advanced training, but all regiments do the same training; a lot of times it will come down to the ambition of the CO or the higher Comd .
As far as children go, that is a very personal experience. You will get people that will tell you 1 RCHA is better and you will get people that tell you 2 RCHA. Some will say they are both good.
All this is dependant on the bigger scope. For the years between 2001 - Pres, both units have been very busy, with no real decisive difference, other than personal opinion.
