If the task is national sovereignty over energy transportation corridors one can say private industry hasn't done a great job.

And naturally the private sector has a part to play, it's more that we should do away with the notion that private industry will ever take the lead on such matters.
why should they? It isn't as though it won't get done unless they pay for it. The battery plants in Ontario are proof of that. Although perhaps if it didn't cost them decades of time and millions of dollars to get an approval they might be more willing to pony up. In fact they would because they would get it done faster and cheaper and be reaping the benefits a whole lot sooner.
