Is that normal in Ont?

With no end in sight to the 'on going internal investigation' I would have laid low as long as possible before suing anyone.

Husband learns fate after killing wife and stranger to be with au pair​

A Virginia man who killed his wife and a stranger so he could be with the Brazilian au pair he had been sleeping with will die in prison.

Brendan Banfield, 40, was sentenced Friday to life in prison without the possibility of parole for the murders of Christine Banfield and Joseph Ryan, a stranger who was lured to the couple's home as a fall guy.

The former IRS law enforcement officer stabbed Christine, 37, to death in their bed as part of a twisted plot to be with his 25-year-old au pair Juliana Peres Magalhães.

Banfield claimed he shot Ryan after he found the 39-year-old attacking his wife.

But prosecutors said Banfield and Magalhães set Ryan up in a scheme to get rid of the pediatric intensive care nurse.

As she handed down his sentence Friday, Judge Penney Azcarate called Banfield's actions evil and calculated.

I'm not sure I follow. The SPS org. chart from its 2023 Annual Report shows a Chief over a /Chief over Division Commanders but it's a bit confusing since the newspaper article mentions two named deputies. In Ontario, 'chief officers' (chiefs, deputies, assistants) are not members of the senior officers' association and work under individual employment contracts with the Board. It's not uncommon for boards to search outside of their department for senior vacancies, particularly in smaller departments when the feel none of their senior officers are ready for prime time.

It seems unusual for two positions that senior to (allegedly) go offside at the same. It could speak to a few things, like poor hiring practices or a sour management culture.

I had dealings with Mike Federico when he was a mere NCO with TPS. Whip smart but an arrogant dick. Maybe he's matured.

I don't know the member or incident, so can only speculate. Given his background in training, tactical and leading a close protection unit, it would seem extremely odd that he would live fire behind the line to create stress or distraction.

Maybe he's an incompetent tyrant, dunno; but given the attitude I've seen of some new hires, it wouldn't surprise me to see a gaggle of subordinates gang up on an NCO because of a leadership style they didn't like. Many want their feelings acknowledged and tummies rubbed.

That a criminal case from professional standards case fell apart doesn't surprise me. I doubt the OPP is alone in this regard but accomplished investigators and case managers typically don't migrate to 'internal affairs', and a decision to lay charges is often made at upper levels, who often don't have a strong criminal investigation background.

His lawsuit against the Association is interesting. Legal indemnifications in relation to criminal matters is done on a case-by-case basis. When I was a member of the Executive at the branch level, we would often be called upon to hear appeals to a Board decision. The process struck many of us as very ad hoc and there were calls to improve the process. The Association has a duty to represent in terms of labour relations, but not to represent in all criminal matters. Since he won, I assume he is wanting to cover his costs.

I doubt the internal investigation "has not been concluded". Just going by when he was hired, he is very close to full points. I suspect that they are figuring out how to offer him a package to retire without penalty. I know there is precedent for that with commissioned officers they wanted gone. I believe it has to be approved by either the Ministry or Treasury Board.
