According to the US Naval Institute, parts of the Chinese fishing fleet operate as a state-sanctioned maritime militia—often referred to as the People’s Armed Force Maritime Militia (PAFMM)—which acts under the command of the People's Liberation Army (PLA). While not part of the formal PLAN, they work alongside the navy and coast guard to advance sovereignty claims in disputed waters.

I don't think they'd strike the parade directly, other than maybe some leadership attending there isn't much worth a drone taking part in it this year or the possible collateral. Strikes during the parade within eye and ear shot of it however...

I was thinking of this. For the Russian public it would hit home that Ukraine could have hurt them, but instead, showed that it can reach almost anywhere, anytime. The Propaganda value is worth more than a few soldiers and hard for the regime to hide.
