According to the US Naval Institute, parts of the Chinese fishing fleet operate as a state-sanctioned maritime militia—often referred to as the People’s Armed Force Maritime Militia (PAFMM)—which acts under the command of the People's Liberation Army (PLA). While not part of the formal PLAN, they work alongside the navy and coast guard to advance sovereignty claims in disputed waters.

There were at least nine strikes on Russia’s oil-processing industry in April — the highest monthly level since the start of the year — the data gathered by Bloomberg show. That cut Russia’s average refinery runs to 4.69 million barrels a day, the lowest since December 2009, according to estimates from analytics firm OilX.
