I disagree on both points.  On the first, a CWO is also not a commissioned officer, but is addressed as sir or ma'am.  On the second, the National Defence Act provides that:

“officer” means

( a) a person who holds Her Majesty’s commission in the Canadian Forces,

( b) a person who holds the rank of officer cadet in the Canadian Forces, ...

Officer Cadets fall under the "Subordinate Officer" catagory, vice Commissioned Officers.

There is the difference, and why they don't get a salute.  Its the Queen's commission that you salute.  Show me an Officer Cadet with a Commission Scroll and I will gladly eat those words.   ;D

I never have, and never will, address a Officer/Naval Cadet as sir or ma'am.  Its Officer Cadet Bloggins or Mr/Mrs Bloggins.

An Officer Cadet does have a rank;  Officer Cadet.   :
