Everything said is more or less plausible. I agree with Ian that economic
imperatives have been driving international relations for a long time. In that
sense, our national interests coincide with those of the US - stable overseas
markets. Peacemaking is better than waiting for full-blown wars to erupt, but
given our limited resources we must pick our peacemaking venues carefully - a
sort of triage driven by economic self-interest. Years back there was
published a short story titled, I think, "Triage" which dealt with the theme of
UN bureaucrats making hard decisions about where to direct resources and
efforts.
The problem with unseating Hussein is that the resident Allied powers in the
Gulf were not interested in doing so. They would rather deal with him than with
the sort of regime that might spill over from, for example, Iran. "Better the
devil we know"? Maybe.
