Tell him to draft the original redress perhaps with the help of a good Snr NCO who can help him fine tune it. A simple memo to the CO expressing the grievance is all that is required. Then I would submit it a second one covering the lack of support he received at unit level. Since he can continue to submit the redress right up to the minister, someone will catch **** for not helping him to submit the fist one even if the final answer is no.
