Reimbursement for Education at a CIVI uni (NCM)

Hey guys. I have been researching topics about education reimbursement but information I mostly find is about paid education for Officer Cadets. I was just wondering. Is there a paid education program for NCM's as well? I  know there is something called NCM- STEP  but it's only for people that study their desired major relevant to their trade. Here is  the problem: I am planing to peruse a major TOTALLY different from my trade. (I am an int op starting to study kinesiology). Will the CAF reimburse my tuition fees in any way regardless of whatever my trade is / choice of major?
 
I am curious about this too. Mine would have been PRE enlistment by a few years. If you enlist with college in CA do you get higher rank (if you go non comm)? I know in some forces they let you go in up to E-4 with it is why I ask that part. Anyone know?
 
Once you are in, and reach OFP, you can submit an ILP request. You tell them what you plan to study and what you hope to get out of it, and they may approve it. If approved, you will be reimbursed for your courses once you pass them.

There is also a special commissioning plan, for Sgt and above I think? where the military will pay to send you to civvy university, but I do not know the details of that one.
