RMS Clk QL5

While I was on my 3's I heard a rumour going around that there have been changes to the requirements for QL5, that you now need 18 months, in your trade before you can be course loaded.  I can't seem to find a CANFOGEN or QR&O or anything, supporting this.  Wondering if anyone knew if this was true or not.  The reason I'm inquiring, is my WO is meeting with the CM in Oct, there's positions available for an OUTCAN posting and I would love to go, but apparently I need to be QL5 qualified, again, I can't find any documentation to support this.  I've been searching all day, and would love any assistance or insight, thanks.

  The only thing I know about an 18 month rule, is that if you are a remuster, you must have your 4's/OJT done within 18 months.
Unless there is something new, I haven't heard about it.

That's what I'm trying to locate.  I've searched the CANFORGEN's and found nothing.  While on my 3's, the 5's were running, when we were doing our final course critique, the Admin mentioned, that a new rule would be placed stating your had to wait 18months, after your threes, before you went on your 5's due to a high failure rate. 

I know I need to submit a memo to be considered for an OUTCAN posting, however the more ref's (ammo) I could get to help me along, would do a world of good.  I just need to find the references, something that says I have to wait, or not.
