ROTP and already attained University Degree

My wife was thinking of applying as a Nursing Officer under ROTP.  One problem seems to have cropped up however; she already had a Bachelor of Psychology and a Bachelor of Education.  The recruiting office didn't think that the CF would be willing to pay for a second degree.  This seems a bit unfair, since the CF never payed for a first degree for her.  As it stands now, the only commissioned trades that she would qualify for by Direct Entry are combat arms; something that she is not interested in.  Is there any advice on this topic?  Can a nonmilitary member redress an item as being unfair?

 
I know someone who did nursing through ROTP, and already had a BA. 

In general principles, you can't redress something until it's actually been denied - if she was told "I don't think you can" then she should hunt down someone who knows and get the right answer. 

I'll second TDO and PSO as possibilities, depending on her work experience.
 
She wants to be a Nursing Officer and does not have a BSc in Nursing therefore she can apply for ROTP Nursing.  It would be different if she was applying for an occupation that she already met the degree requirements for.

No, what they meant to say is that the CF is not in the business of educating people for jobs that they meet the educational requirements for already.  Which is clearly not the case in this situation.
