Interesting. The 'well intentioned rogue operator' is the stuff they make movies out of. All of the people caught with their hands in the inteliigence cookie jar claim they were doing it for a higher purpose. He no doubt had lawful authority to do stuff, just not the stuff he did. As a director/department head, you just don't start doing field operations on your own.

It is clear that, even though the Crown had a successful prosecution, our justice system still faces challenges dealing with matters like this.
