This is a terrible move.
Military Police are bone heads but in a number of cases they investigate sexual assault cases that civilian Police won't bother investigating.
If civilian police don't lay charges for whatever reason the issue disappears. At least with the Military Police not laying criminal charges they can download shitty behavior to a unit for a UDI and remedial measures are on the table.

Plus the CAF is limited on their ability to get info from the civilian system.

This is a significant thing. CAF defence counsel services will represent a CAF member investigated for or charged with a service offence. A civilian lawyer for a simple criminal trial, probably upwards of $30k.
