I agree - incarceration of criminals - pedophiles - should be life, no parole til he's dead.
Pedophiles DO NOT renounce their ways - its lifelong.
The vast majority of murderers will never murder again, whereas pedophiles WILL offend again.

Some things stick in your memory. I recall reading a contemporary newspaper report (late 1960s) of what I think was the last use of whipping as punishment. If I recall correctly, it was for rape; in addition to the prison sentence, he was to receive 20 lashes, half when he entered prison, the other half just before leaving, supposedly to remind him of the seriousness of his offence.

I'm guessing Stony Mountain Institution... the Federal prison north of Winnipeg. I had a friend who worked there for a time, he left as soon as he could reasonably get back into the CAF.

No - in all seriousness the staff only keep a lid on things. Thanks to certain elements of society the inmates run the Federale system of corrections.
You can thank a number of institutions for that.

I suspect it was more a case of over zealous investigators looking to "catch some bad guys" rather than do their job diligently.
The political and social climate at the time was very much "march in the guilty bastard", not "innocent until proven guilty", and I guessing CFNIS fell into that trap.
