Does it really take 5 years to find a replacement ?

If there isn’t a replacement in the market now that provides the Army with the capabilities that it needs, then something had to be developed, so 5 years doesn’t seem that long, especially if there are expectations of a quantum jump in sensor/target/fought control logic.

You haven't followed Canadian military replacement projects, have you?  ;)

At the pace missile technology is constantly leaping forwards, I doubt it'll take them 5 years to develop a new & improved American MANPAD.

Heck, we're seeing all kinds of missiles being introduced 'right now' sort of speak, that started as one kind of missile & have been upgraded / software genies allow the missile to do far more than it's original task.  (NSM is now the JSM, consistent upgrades to SM2 and SM6, etc etc)


And one thing the Americans do exceptionally well (sometimes) is that when they identify a capability gap they may experience during a conflict they can see happening, they fix it pretty darn quick.  Might not always be the ideal solution - but during Afghanistan and Iraq, and even Syria - the US seems to be able to generate some solutions mighty quick.



(Can you imagine a new capability going from 'we might wanna look into this' to 'fielded' within 5 years for us!?  Best to just wait until crap hits the fan, then whip out the UOR documents)
 
Sensor shooter integration is the challenge more than just developing new missiles.  Sharing battlespace info including Blue is the more difficult part.

When a replacement is found would call for the replacement of 8000 missiles.

After having a large part of their air forces shot out of the sky by ZSU 57, the US decided to fill their own gap in the SPAAG field:

"In February 1982 the prototype was demonstrated for a group of US and British officers at Fort Bliss, along with members of Congress and other VIPs. When the computer was activated, it immediately started aiming the guns at the review stands, causing several minor injuries as members of the group jumped for cover. Technicians worked on the problem, and the system was restarted. This time it started shooting towards the target, but fired into the ground 300 m in front of the tank. In spite of several attempts to get it working properly, the vehicle never successfully engaged the sample targets. A Ford manager claimed that the problems were due to the vehicle being washed for the demonstration and fouling the electronics.In a report on the test, Easterbrook jokingly wondered if it ever rained in central Europe."
