I'm posting this here because it is a politcal, not a military, issue.
The CDFAI, one of "our" lobby groups, is co-sponsoring (with the Canadian International Council) a "strategic studies e-conference" on The Future of Fighting and the Future of the CF.
Roland Paris, OttawaU/Centre for International Policy Studies, has offered two recent papers:
Foreign Policy is Not Just Defence; and
Two Priorities for the Canadian Forces.
Like his ideas or not, readers should recognize that Prof. Paris commands an influential audience and his opinions matter. Defence is rarely discussed seriously in Canada, let's hope this series does something to remedy that.
