No one would try anything through the UNSC. The permanent seats needed to be dissolved decades ago.

ICC doesn't need the UNSC's permission to prosecute, Putin is already wanted, with a deliberate campaign against civilians called out, this could expand to other senior russian gov officials.

Bingo the UN is effectively useless at this point for great power competition.

The USSR should have just lost their seat, and the ROC should never have had to give the seat to the PRC, it should have vanished. The UN should only be inhabited by actual democratic countries.
