So I suppose it would a very expensive gamble to try and develop a ship building industry that could handle our requirements, and take business away from the established builders.

Denmark also has a fairly healthy ship building industry based around the Odense shipyard.
 
And when was the last time you heard of a Danish shipyard landing a major naval or coast guard project for anything but their own forces? Healthy yes but extrememly small scale when compared to the others....
 
I think this is an initiative that could be sustainable over the long term if the Conservatives and Liberals can all agree that a viable ship building industry is something Canada needs. If the ship yards can be guaranteed x many ships over y many years they can plan to create z many full time positions in a region (NB, the Maritimes, Quebec) that could stand to have some more economic stability.

Most corporations replace and/or upgrade a portion of their capital assets on an annual basis. Asides from personal empire building and a lack of political will there's no reason the Navy and Coast Guard couldn't operate under a similar concept with a portion of ships being paid-off and replaced every 1-2 years.

In the Far East, the main players are South Korea, Japan, India and of course, Red China (Not sure if Taiwan has a shipbuilding industry or not). Both S. Korea and Japan are both in the process of fielding a new class of LPD's and India just launched its first nuclear-powered submarine (albeit based on a Russian design). As for the Russians, their shipbuilding capability has-more-or-less collapsed.
