Probably because a MPO is not actively involved in policing, but more in administration.  MPs, however, are actively involved as Peace Officers and must be proficient in enforcing the Law.

I wonder why it would be a requirement for NCM's but for Officer's it is only a preference.

You understand the difference between the purpose of a community college diploma and a degree, right?

The reason Kincanucks is saying he's probably going to be uncompetitive is due to the small number of positions compared to the number of applicants.  If there are 10 positions, 50 people apply and 25 of those have the "prefer ed" degree, what are the chances?  Yet another shining example of why it is important to know what you want to do before you commit to a degree/diploma.  Nothing worse than investing 4 years of your life and a ton of money only to end up being unqualified to enter the career you really want.
