I count that as one of the two branches. Courts can't act until someone brings a matter before them. I assume (have assumed for a long time) that if Democrats aren't acting with effect on a matter of executive overreach, it's because they don't actually object to the encroachment of the executive into whatever is being encroached upon. Meanwhile, it's milked for political effect (outrage).Or by individuals/groups with enough resources and stamina to litigate it to the hilt.
Trump's latest outrageous statement has been priced into US politics for so long that I doubt it has much impact anywhere that matters. Everyone who doesn't like Trump winds himself up again, and everyone who likes Trump ignores it.Likely at a practical level, but as political narrative, what it reveals about the speaker counts optically as well.
