I'm guessing that pipelines to the Pacific might have an easier time this time. The NDP and the environmentalists wouldn't be able to rely on First Nations support.
The big drive in the West Coast FN is economics, their young people want good jobs and be able to buy things. I been seeing this change evolve for the last 15 years. Several bands have given the more radical environmental groups a punt from their territory.
 
But of course he is, nothing makes Liberals and lefties feel more Canadian than being anti American. Its built into their DNA.
Being anti-American is one of the strongest tenets Canada was founded on. A substantial portion of our early population was settlers who left America for Canada to stay loyal to the crown.

We also fought a war to avoid them taking over as well (yeah it was technically the British but most those soldiers settled in Canada post war and the Canadian militias fought as well).

Given the seagoing traditions of many of the BC First Nations jobs at sea supplying tugs and environmental response units to police and escort West Coast shipping would seem to be a natural fit. Train them up to supply pilot services through their waters.

That is the goal of the HAISEA, with Haisla providing most of the crew. The young Haisla sailor I spoke to had the goal of becoming a Ships Pilot. However, becoming a Ships pilot takes about 15 years of hard work. We had the BC Pilots give a presentation to one of the big Environmental Panal Reviews on what it takes to become a pilot. All the fancy university trained types jaws dropped when they found out what steps someone did to become a pilot and how tough the exams were and how much sea time they needed.

Peculiarly Upper Canada, or Canada West, also suffered from an influx of pro-Americans

Many Loyalist Americans had migrated to Upper Canada after the Revolutionary War. However, there was also a significant number of non-Loyalist American settlers in the area due to the offer of land grants to immigrants.
After the War of 1812, there was growing discontent in Upper Canada with the elite clique of politicians and officials known as the Family Compact. The Compact dominated the running of the government. They controlled the system of patronage throughout the colony and used political office and influence to further their own business interests.

There was also popular opposition to land-granting practices. These policies favoured recent emigrants from Britain and the Church of England and its supporters over other Protestant groups. The disapproval of this was strongest among the so-called late Loyalists and their descendants. (Late Loyalists were American-born settlers who had migrated to Upper Canada prior to the War of 1812. Many were non-conformist in their religious views and somewhat republican in their political leanings.) In the 1820s, settlers of American origin were also denied political rights, including the choice to swear allegiance to the Crown. This made them ineligible for land grants.

Even Egerton Ryerson was accused of American sympathies, largely due to his non-conformist Methodism.

BC and the Rupert's Land territories also attracted their fair share of American adventurers - or economic migrants as we might call them today.

Sounds as if they need hulls to be able to get that sea time.

The last actuarial review of the Reg F pension plan showed an 11% surplus in the fund, so there's capacity to survive some volatility .

Pension funds to mean not just the regular force one but any investments, or other retirement products invested and more subject to volatility.

Great first step, but one lesson I learned in a previous job was that just because the Grand Chief wants x doesn't mean all the constituent FNs will say yes to x.

Just like PMJT saying "all tools are on the table" vs. one province saying "not so fast" - and that's with about a dozen premiers.

Even though UBCIC represents (IIRC) about 100 FNs, all it takes is 1 or 2 communities to say "hold up, now".

There has been much volatility the past few decades, some due to external events and some due to GoC policies. I'm all for removing unnecessary volatility that's within Canada's control to help offset the external stuff we can't control. Some sacred cows will have to be sacrificed, though, and a lot of it will land on federal employees. Who else is in?

Just like the FN divide regarding the Trans Mountain pipeline and, more recently, the divide in Ontario regarding the nuclear waste disposal site. Many people wrongly assume (a) that they are a monolithic bloc, and (b) their culture and internal governance is devoid of small-p politics.
