It can only target infrastructure. Hypersonic glide vehicles can only use inertial navigation because of the plasma buildup on their re-entry (think 10 min blackout for the space shuttle). Which is fine, but don't expect them to be agile enough to hit a moving target, like a warship. Because they can't.

Probably put a big hole in those artificial islands though...
