We have a lot of ICBM's so whats the worry about IRBM's ? Unless China is prepared to dispose of their IRBM type weapons the US has to retain the capability.

Seriously? America could glass every significant Chinese or Russian city multiple times if needed with the current inventory, whether sub launched, silo launches, delivered by strategic bombers... China’s relatively modest nuclear inventory does not demand America build an IRBM capability.

The world does not need more nukes, by anyone, on any platform. IRBMs are a destabilizing strategic addition. It’s a minor miracle that nuclear holocaust has been avoided this far. MAD could be assured with much less than America or Russia have now. A nuclear exchange is in winnable; any advantage one side could theoretically come out with would only be relative to their nuclear-battered adversary. It could not conceivably make anything better. Holding a nuclear sword of Damocles over the world has always been and remains an utterly idiotic gamble.

Of all the stupid crap to waste significant amounts of money on, why new classes of delivery systems for nuclear warheads..?

Where are the US planning to base and launch these from if it is such a vital national interest to develop and deploy them to counter China? Guam, Northern Marianas are probably the only places that the US wouldn't need to get an ally to allow them to be in striking distance. For Russia, they could obviously do some damage in the Far East of the country but aside from Vladivostok, which might be in range if they were based on one of the Aleutian chain, I doubt Russia really cares.
