Cons get cheap tattoos

A $3.7-million, six-year pilot project that gives Canada's prison inmates dirt-cheap tattoos is a "ludicrous" expenditure of taxpayer funds, a Tory MP has said. Correctional Services Canada (CSC) will install tattoo parlours in six prisons in a bid to stop the spread of HIV and hepatitis C through the use of dirty tattoo needles.

Inmates will get a two-hour prison tattoo session for $5.

"The people who are really sick across Canada must wonder what we are thinking about when we subsidize inmates for something that is totally unnecessary," Tory MP Randy White said.

"This is presented by CSC as some kind of health-care program ... when Canadians with diabetes have to go out and buy their own needles," he said.

For years, CSC reports have concluded that a greater percentage of people in the federal prison population have tested positive for AIDS antibodies or other serious blood diseases than in the general Canadian population.

White believes most federal prisoners who have the diseases contracted them either through sex or by using dirty needles to inject drugs such as heroin.

CSC officials have told White they are following prison tattoo practices developed in Australia and Portugal but he cannot find any evidence of similar programs in those countries, he said.

White also ridiculed CSC's plan to staff the tattoo parlours with inmates.

"Not only will we subsidize the inmates to get tattoos, but we will pay inmates to staff the parlours," he said, adding CSC has agreed to pay inmate tatooists the going in-prison job rate of $5 to $6 an hour.

White said the annual cost of prison tattoo parlours will reach $611,000 in the first year, which means a cost of almost $3.7 million over the duration of the six-year pilot.

If the plan is adopted, which White says it almost certainly will be, and goes into Canada's 53 prisons, taxpayers could be on the hook for more than $5 million each year, White said.

"I've never seen a pilot project yet that didn't continue."

White challenged CSC to show him "one study that says this is a good idea."

White wonders how the feds can use the health protection argument to give inmates subsidized tattoos and not extend that service to "citizens who have not committed crimes."

What the hell ... just let em do it with a pen and some needles and get ink poisoning. Paying for inmate tattoos? What's next?
 
I couldn't believe this when I read it! This ranks up there with the pizza and porn parties reported a couple of years ago. :threat:
 
It pisses me off to see criminals getting perks while sick people are suffering but I kinda have to agree with the concept of the project.  Stop them from spreading HIV.

Less HIV from rapists who keep getting put back into socieity. Less money spent on ones who get HIV and, i would imagine, become a burden to the health care.

No to mention the law suits.

Hey, not only tattoos, but how about GENDER REASSIGNMENT. I have heard of it happening at tax payer expense...........TV doesnt lie!!!
 
I can see the logic behind it, as CSC has to pay the medical bills for those that get sick from dirty needles, my question is this: inmates make money working in prison (yay CORCAN furniture!), so do they have to pay for these tatoos? If so then maybe it's not a bad idea, but are they gonna pay for something they get now for free?? we'll see....

On the same topic, I can't believe the amount of money the government spends on CORCAN furniture, it's half the quality and twice the price of other brands... it's over a thousand per cubicle... madness!  :rage:
 
You know you are sent to prison when you are unfit for society.... and generally the Canadian system is a little easier than the Americans.  So these guys in there must have serious problems, why should they be able to vote, get TV, internet connections, and the perks we get....and there is some people who can barely pay their rent!
 
Whoo hoo, I am so glad to see my money is going to crap like this. I already love it that there is a three hole golf course at one of our prisons. I dont mind that paul bernardo that psycho from ontario gets to be in confinment with his computer and his tv and will probably get out of prison with a PHD. I love the canadian justice system. Let's let criminals roam the streets, and if we do lock them up lets give them everything including tattoos. Dammit let them get HIV . They know the risks, too bad for them. Argghhhhhhhhhh this makes me cranky. >:D

Yep, screw rehabilitation, i mean most people in prison are repeat offenders, its obviously not working. Why should i pay to keep some person in jail who perhaps raped and murdered a kid or something? If you're dumb enough to get a tattoo from some yahoo in jail with a dirty needle then you get what you deserve.

I don't exactly agree with this program but didn't the military financially assist a certain military person with gender reassignment not to long ago. To play devil's advocate for a minute, look how useless a lot of the military spending has been over the years. Millions upon millions of dollars spent in a year, per unit, on kit that is stood down before it is even deployed. Examples? MECC Shelters, TLRCT's, for crying out loud, look at our IRIS and TCCCS systems - yes they are great systems, but we never use them to their full potential if we ever use them at all in an operational environment.

So, 5M over a few years to prevent the spread of HIV in prisons (which we would have to pay to treat by the way (because they contracted it in a federal institution)), I say let's give it a whirl. No, it doesn't look or sound good, but neither does paying a soldier 4 times his salary to live in Florida for 6 months.

Just my 2 cents - hope I didn't "piss anybody off" this time.
 
I dont think we should pay for their health care in prison, hell if i ran the show there wouldnt be a need for jails but I wont get into that. When there are kids with empty bellies in canada, these yahoos dont deserve to get cheap tattoos. What the hell is the government thinking? I want a free education, maybe i will just go commit a crime, it will be a hell of alot cheaper than paying back my 50k in student loans.  >:D
 
Yes but then Canada wouldn't be soft and cuddly and we can't have that.

I bet if you run the numbers we waste more on health care services for inmates with chronic illnesses contracted from dirty needles then we will on this program, just spec. though.

2 Hour long tattoo for 5 dollars??????
....a 45 minute tat at a place around here..roughly 250 depending on colouring and intracacy etc.

They should tattoo their crime on their heads so we know who we are dealing with when we see them on the streets. I mean they usually get paroled after a year or two so i want to know who i am dealing with.

Darn, I was almost considering holding up the TD here in town just to get that half sleeve I've wanted for so long >:D
