Soapbox time. I think we can all agree that drill has it's roots in field formations required for battle. In the naval context, it was used to reliably train sailors in repeatable actions necessary for safe operation of the vessels. The second order effect of drill was condoning troops to immediate response to direction. This conditioned response remains a cornerstone of service where we often don't have the time to explain every order, we simply need it carried out now. So, IMHO, yes we still need drill. But perhaps I'm reading too much into things.
