I hate to break it to you this is Canada...everybody dithers, Liberal and Conservative alike it's what governments do in this country.You could look at that a few ways. The LPC party has been in power for 11 years. PMMC is a new leader. There is a well documented LPC track record of dithering.
Comparatively, Trump is not "new", but he's only one year into this term after a big loss. It is his last term. His party is temporarily in control. He has a track record of aggressively (maliciously?) pursuing his aims.
