Sounds like he was former National Guard, entered a room and asked if it was an ROTC class, and opened fire once he confirmed it was. A LtCol who headed the university ROTC program was killed. Other ROTC students took the attacker down.

Looks like a terrorism plot targeting the Ottawa Jewish community has been foiled with one youth arrested and facing charges. Charges are linked to instructing someone else relating to explosives. Police CBRNE team was called out (catch-all term encompassing conventional police bomb squad).
EDIT TO ADD: Interesting to see the specific shoutout to CSIS on this one. That suggests cooperation between intelligence and police was solid.
