Let's go full 21st century with this. All those who adhere to Islam can subscribe to receive the call to prayers 5 times a day as an SMS audio clip on their phones, just like we do with Amber Alerts. The RoC can just not receive them.
Ottawa may , or may not , like it .But, can't ban outdoor prayer call loudspeakers in - municipalities that allow them in their bylaws.
Noise complaints are a municipal bylaw issue.

And that's okay. Some of us don't want religious broadcasts blasted over public loud speakers whether it's 9 minutes or 90. Considering what Islam does and represents in alot or places I'd chalk it up to a little more than pearl clutching.
