Some tidbits to remember if the spending bonanza comes to a screeching end…
I don’t know how strong the public sentiment is for 3.5 % but whatever we are truly at (it’s not really increased to 2% but has definitely “realigned” to 2%) has made some small difference. Once the really big money flows we’ll see if it can be sustained.
A political change in Ottawa (or Washington) leadership can snuff that out fairly quickly. Defence, is after all, a “dirty word” to an influential segment of the population.

Assume that the 5% estimate of what was required to defend NATO and maintain the liberal order was based on existing technologies and perceived capabilities of our enemies. What happens if technology reduces costs? What happens if the financial burden swings from sustaining large numbers of troops to large amounts of capital equipment and consumables?
People are the LimFac. See my above point.
Notably all the staff weanies and procurement folks. ADMs in Carling are fighting over engineers and procurement folks. Some are working multiple projects. Which is a recipe for burnout long run. But because of the way government works, it's not just DND, every other government departments involved in defence procurement has to staff up too.

So we need to free up people to change but we can't free up people until we change?
PS as a "consultant" I am not a fan of bringing in consultants, not unless they have shop floor experience. Where new technology is being debated the people learning should be the people that will use it.
